This view exposes the the current time ledger period. The definition of current on the time ledger is less clear than on the fees ledger since periods can be created for some time in advance, and because a period does not need to be closed before the new period can be posted to. The definition adopted by this view is the latest period that has had any posting made to it. This view is guaranteed to return a singleton.
